Present were Supervisor Charles Holbrook and Town Board members Shirley Lasker, John Maloney, Ralph Mandia and Ann Marie Smith. PUBLIC COMMENT Russell Trojan of Nanuet thanked Holbrook for his concern about the safety of railroad tracks at the Clarkstown-Spring Valley border, where numerous pedestrians have been killed. Trojan suggested an overpass be built. e3j "if Internationally known resident of Tappan was painter, sculptor Nancy Cacioppo The Journal News Ken Nishl, a noted California-born painter and sculptor who divided his time between homes in Tappan and Cape Breton Island, Nova Scotia, died Sunday of an aneurysm.

He was 85. "Beyond being a fine artist and teacher, he gave so much to countless students," said Marlene Kleiner, former executive director of the Rockland Center for the Arts, where Nishi was art director in the 1970s. "He never lost the passion that motivated his life. He was like a great oak tree growing for centuries, and had a great heart. I don't think there will be another like Nishi exhibited widely in the United States and is represented in permanent and private collections in the United States, Canada, France, Germany, Sweden, Israel, Japan and Mexico, where he had a solo show at the National Museum of Mexico City.

Peter Dykhuis, curator of Nishi's 1999 solo exhibit, "Reflections in Tune," at the Nova Scotia Gallery of Art, wrote that "Nishi's view of the world is one of studied observation of contemplation, reflection and involvement With every painting, every picture, every point of view, Nishi constructs a new world, a new horizon, his vision of a new place." In a 1973 interview with The Journal News, Nishi said, "The art scene is largely controlled by commercial galleries and collectors, so many artists feel compelled to gain instant fame. We feel the aim should be toward a life span of creative growth, and that each person should arrive at his own pace." In an interview with the paper the following year, he spoke of drawing artistic inspiration from the hard-working people of the Canadian maritime provinces. "Ofe for them goes on past 65 because there is no such thing as retirement for people who live with the sea and the soil." Born of irnrnigrant Japanese parents, Nishi grew up in Salinas, Calif. His father, Hakuo Nishi, was a pioneer in the modernization of farming in the area. His mother, Masago Sakuma Nishi, a respected poet of the Japanese verse form of tanka, encouraged the development of his talent early.

HOW THEY VOTED The Town Board voted unanimously to: Hire Ward Associates P.C. for the design and coordination of the West Nyack Hamlet Green project. The cost cannot exceed 10 percent of the construction cost, which is estimated at $300,000. Pay Rapac Network International Inc. $12,500 to install gas tanks at Town Hall.

Pay MRJ Excavating Inc. of New City $9,800 to clean a drainage channel in Valley Cottage. Spend $600,000 to purchase 18 acres at 3 High Tor Road in New City for open space preservation. Install additional street lighting on Sequoia Drive in Valley Cottage and Congers Road in New City. Purchase four voting machines at $2,995 each.

Install a stop sign and stop line at Plains Drive and Deerfield Avenue in New City. Seek state permits to install a left-turn stacking lane on northbound Route 303 at Casper Hill Road and a traffic signal at Route 303 and Storms Road. Accept a $10,000 matching grant from the Hudson River Valley Greenway Communities Council for a trail in Congers Memorial Park. Send Holbrook and Robert Stritmater, director of automated systems and data processing, to Hilton Head, S.C., for a conference at a total cost of $798 plus reasonable expenses. NEXT MEETING: Dec.

As a graduate of the Chouinard Art School in Los Angeles, he was awarded its highest honor, a one-person exhibit, having already been selected for the contemporary American painting show at the 1939 San Francisco World's Fair Palace of Fine Arts and the Stanford University traveling exhibition.

Nishi worked with Millard Sheets doing murals, a form he used later during World War II as a member of U.S. Army Special Services at Fort Leonard Wood, Mo. He subsequently served in the military's intelligence services. While Nishi was serving with the Army's 442nd Infantry Division during the war, his parents were interned in a Wyoming detention center by the U.S. government, as were all West Coast Japanese-Americans.

Nishi exhibited extensively in the Chicago area before moving to Rockland County, where he worked as an educator, furniture designer and art director for the Rockland Center for the Arts and continued his prolific output of paintings and sculpture. Dan Toan of Tappan said Nishi in the 1950s helped build Hickory Hill Cooperative, where he taught weekly art classes for Hickory Hill residents and made furniture for some of the families. "I thought he was a terrific guy," Toan said. "He did a series of harlequin figures that were very popular with everyone and a great many landscapes of Nova Scotia, where he had a summer place. I liked his work very much.

It had a mood quality." Julianne Ramos, executive director of the Rockland Center for the Arts, said Nishi's watercolor, "Evening Mist," is in the gallery's permanent collection. "His work seemed so lyrical and poetic, with light, soft colors," said Ramos. "It showed a person who was very in tune with nature. He was one of Rockland's finer artists and will remain an important part of our history." Photographer Warren Inglese of Congers and his artist-wife, Pat, were friends of Nishi's. "He bought one of my photographs, and I have two watercolor paintings he gave me; one is of a glacier in Alaska, and the other is of a bird," said Warren Inglese.

"I loved to photograph him. Aside from being a great artist, he was always a gentleman." Nishi's wife of 57 years, Setsuko Matsunaga Nishi, is professor emerita of sociology at Brooklyn College and the Graduate School of the City University of New York. He also is survived by his son, Geoffrey, of Cape Breton Island; and daughters Paula of Cape Breton Island, Lisa and Stefani Chisholm, both of Tappan, and Mia Rankin of Halifax, Nova Scotia; a sister, Yuri Shigeura of Palisades; and four grandchildren. A private service was held. The family plans memorial exhibits of Nishi's work in Nova Scotia and New York next year.
