proposed extension of to include Almuth Drive, Linden Court in northern New City to permit homeowners to connect to the public water supply after some private wells in the area were found to be contaminated by a gasoline additive from a now-closed gas station on Old Route 304. Three Linden Court residents spoke. Ed Brooks questioned the price of hooking the houses into the water main. Joel Grossbarth asked that the contamination around the gas station be cleaned up as soon as possible. Vito Morgese said he didn't think it was right for the residents to have to pay to connect to the public water main.

The Town Board unanimously approved extending the water district. If residents in the area are opposed, they may petition for a public referendum. The second public hearing was on whether to extend a conservation easement the town has on lands around and near Lake DeForest reservoir. Peggy Nadel of Valley Cottage presented a letter from Art Bridgman of Valley Cottage to the Town Board. Bridgman wrote that he supported the extension.

He linked the quality of life in the town with the preservation of open space. Nadel also said she supported continuing the easement, which restricts United Water New York's use of 458 acres while reducing its property tax liability by about $200,000. John Lodico of New City said the land should not have been preserved with tax relief for United because much of the land was taken by the company through condemnation proceedings when the reservoir was built about 40 years ago. a Martin Bernstein of New City said the town never expected the company to sell the land. He said the taxes not paid by the water company would be spread out among the town's other commercial property owners.

He said people coming to this country should learn English and that the town's action did not encourage that.

He said English should be the official language. a Bernstein asked about the cost of moving the town's counseling center building from the site now occupied by the police and court building to Evergreen Road, two blocks away. He also asked about the town's potential purchase of 0.27 acre at 2 Gilchrest Road in Congers, adjacent to Congers Lake Memorial Park, and about the acreage and zoning of land the town plans to buy on South Mountain Road as part of the open space preservation program. He also inquired about the town's appraisal of Dellwoood Country Club in New City. The appraisal was not completed, and a residential developer has contracted to buy the property.

The club's members have a 16-year lease on the site, which includes an 18-hole golf course and 52 undeveloped acres. a Lodico said the land around Lake DeForest already was open space, so he wondered why a conservation easement was necessary. Richard Diaz of Congers spoke about the Town Board's enactment of a commercial-residential zoning mix in downtown Congers. He said he thought there would be another public hearing before the action was taken last month and said he was surprised it had been added to the board's agenda shortly before the meeting. HOW THEY VOTED The board unanimously voted to: a Request the Rockland County Consortium to consider the town's proposed uses for federal community development funds.

The proposal includes road improvements on South Grant Avenue in Congers, Dustman Lane in Bardonia and West Street in West Nyack; sidewalk construction on Lawrence Street in Nanuet and on Waldron and Depew avenues in Central Nyack; a passenger van for Camp Venture; and funds for Literacy Volunteers of Rockland County. Authorize Superintendent of Highways Wayne Ballard to classify a $73,402 drainage project on Old Phillips Hill Road in New City as a capital project and charge the costs to the capital account. Authorize the supervisor to apply for the Hudson River Valley Greenway's first annual Greenway Visions in Planning Award. Authorize adopt-a-road agreements with Norris Cadillac-Oldsmobile-Pontiac-GMC of Nanuet for a half-mile segment of Old Nyack Turnpike, between Pascack Road and Route 59, and a 0.9-mile segment of Grandview Avenue, between Convent Road and Route 59. Award a $22,445 bid to repair and resurface tennis and handball courts at Congers Lake Memorial Park to Copeland Coating Co.

Inc. of Nassau. Award a $11,110 bid for sewer improvements to Cal Mart Enterprises Inc. of West Nyack. Advertise for bids for highway signs, road maintenance supplies, hand tools and miscellaneous maintenance supplies.

Amend the salary of Frank Maresca of Congers to $30,669 as a custodian for the Parks Board and Recreation Commission. Create the position of police radio dispatcher computer-aided dispatch, Spanish speaking, for the Police Department. Appoint Roberto Zayas of West Haverstraw as a police radio dispatcher computer-aided dispatch, Spanish speaking, at an annual salary of $43,416. Recognize the Parks Board and Recreation Commission's appointment of John P. Macrino of Congers as a senior storekeeper at an annual salary of $46,292.

Authorize hiring Daniel Cusack Inc. of New City to stabilize a stream embankment at 22 Denver Drive at a maximum cost of $7,300. Authorize paying $1,500 to Valuation Plus Inc. for an updated appraisal of the former counseling center building, 2 Evergreen Road, New City, and paying $1,250 to the company for an updated appraisal of other town property on Burts Road in Congers. Authorize cancellation of an Optio Software Inc.

Meehan, of Tallman, NY, died peacefully on Sunday, February 29th at the Pacific Regent Hospital in La Jolla, California, following a long illness. A lifelong resident of Rockland County, Judge Meehan was born in 1930 to the late Helen O'Neill and Thomas Meehan. He was a 1948 graduate of Suffern High School and a member of the Rockland County Championship Suffern High School Football Team of 1947.

He graduated from Colgate University in Hamilton, New York in 1952 and from Rutgers University Law School in 1959. Judge Meehan proudly served in the Korean War as a Lieutenant in the United States Navy aboard the USS Bradford (DD545). In 1955, Judge Meehan married Nancy Ann Thayer at the United States Naval Chapel in San Diego. Nancy, his beloved wife of 41 years, died in 1997. Judge Meehan had a lifelong devotion to public service.

He served as District Attorney of Rockland County from 1965 to 1974, and was honored to be selected President of the New York State District Attorneys Association in 1970. From 1975 until 1982, he served as New York State Special Assistant Attorney General for Medicaid Fraud. In 1982, he was appointed by Governor Hugh Carey to serve as a Rockland County Court Judge and was subsequently elected to serve two terms. He also served as an Acting State Supreme Court Justice for the Ninth Judicial District and, in 1990, he had the honor of serving as President of the New York State Judges Association. Judge Meehan retired in 2000.

Judge Meehan is survived by his six children: his daughter Dr. Patricia Mangan, her husband Neil, and children Daniel and Sean of Washingtonville, NY; his daughter Kathleen Meehan Do, her husband Hai, and chitdren Timothy and Jeremy of Sloatsburg, NY; his daughter Laura Meehan Rutishauser, her husband Reginald, and children Jennifer, Nancy and Heather of Highland Mills, NY; his daughter Mary Meehan Taylor, her husband Steve, and children Austin and Amodio's Flowers Flowers have a special way of reflecting sincere feelings of sympathy. 914-949-3922 Serving Westchester for over 65 years.
