He was denied parole both times. D'Alessandro and her family fought to keep McGowan in prison, a painful effort that repeatedly forced them to relive Joan's final agonizing minutes of life. The ordeal was supposed to have ended Dec. 2, 1998, when the New Jersey state Parole Board ruled that McGowan would have to serve 30 more years before being eligible for parole.

Then D'Alessandro learned that McGowan was appealing his 1993 Parole Board denial for the third time. She is worried that eventually a judge may hear the case who will interpret the law in McGowan's favor and set him free. He is appealing to the New Jersey Appellate Court on the grounds that the Parole Board's decision was unfair because he was eligible under 1973 rules for parole. D'Alessandro was determined that her daughter's death become a catalyst for change throughout the nation regarding child molesters who kill their victims, and her efforts have brought success. Christine Whitman signed Joan's Law on April 3, 1997. It states that anyone who molests and murders a child under the age of 14 will never get parole. President Clinton signed a federal version ofthe law on Oct. 30, 1998, making parole impossible for anyone who murders a child under 14 in connection with one of 14 crimes, including sexual assault and carjacking. D'Alessandro also formed a memorial foundation in her daughter's name to help pay expenses associated with fighting McGowan's parole efforts and with getting Joan's Law enacted in other states.

The county's recycling rates vary widely and are often difficult to track because some municipalities use private waste haulers while others use public facilities, said Ron Delo, executive director of the Solid Waste Management Authority. But records show that some more densely populated places, such as Spring Valley, consistently have a lower ratio of reconstituted waste to what is generated, making the village a perfect candidate for one of the first GAP models in the county, Delo said. He was born on September 6, 1920 to Albert and Katherine Schneider Eger in Brooklyn, NY.

He married Anna Lang in 1943. During World War II he was a sergeant in the 47th Bomb Squadron of the 7th Air Force and was stationed in Okinawa. After the war he moved to Rockland County where he lived for over 50 years, first in Haverstraw and then in Stony Point. He was active in a variety of community organizations including coaching at the Haverstraw Little League and serving as a Commissioner for the Rockland Council of the Boy Scouts of America. He worked for 33 years for Lederle Laboratories in Pearl River, first as a welder, then as an estimator and finally as a scheduling supervisor.

He retired in 1983. Al was probably best known for his band, which he led for about 25 years. He and his band played throughout the county at numerous dances and weddings. He is survived by his wife of 56 years, Anna, his son Paul, of Woodbury, Minnesota, his three granddaughters, Petrina, Andrea and Heidi, his brother Gene of Ft. Pierce, Florida, and numerous nieces and nephews.

Visiting hours will be Tuesday, 2-4 and 7-9PM at the Michael J. Higgins Funeral Parlor in Stony Point. A memorial service and celebration of Al's life will be held on Wednesday at the Stony Point Presbyterian Church at 10:30 am. Thomas was a Navy Veteran of the Korean Conflict. He was a member of the Italian American Association, and the Moose of Barefoot Bay where he has lived for the past four years. MURPHY O'HARA-ROMANO FUNERAL HOME 519 Broadway Everett, MA (617) 387-0506 LITTLEFIELD, MAREE Maree Barlow Littlefield, a former Rockland resident, died January 16, 2000 in Windsor, VA at the age of 90.

Mrs. Littlefield was born January 19, 1909 in Mahanoy City, PA to George W. and Anna Skeath Barlow. She married John Littlefield on January 19, 1933 in Mahanoy City. A 10 year resident of Australia, she lived in Monsey from 1945 to 1970.

Mrs. Littlefield and her husband retired to Virginia, then emigrated to Australia. In the 60's she studied with Hudson Valley artist John Gould of Central Valley, NY. Her works were exhibited in NY and in VA. Her husband, John, died in 1998.

She is survived by her sons, John of Windsor, VA, and George of Marietta, GA; her daughter, Louise Castelluccio of Monsey; nine grandchildren and eight greatgrandchildren. MCCARTHY, SISTER DENISE, OP Sister Denise McCarthy, OP, died at Dominican Convent in Sparkill, NY on January 22, 2000. Born in Brooklyn in 1908 to James and Josephine Kline McCarthy. Mary McCarthy entered the Dominican Congregation of Our Lady of the Rosary in 1927 and received the name Sr.

Denise. She made her final vows in 1935 and earned a BA degree from Manhattan College in the Bronx. Sr. Denise was a teacher in many schools in New York City. She taught in St.

Rose of Lima School in Manhattan, Saint Theresa School in Woodside, Queens, and Our Lady of Perpetual Help School in Brooklyn. She served as principal of the former Thorpe Secretarial School in Manhattan and principal of Mary Queen of Heaven School in Richmond Hill, Queens. She was the coordinator for New York State Textbooks at Saint Edmund High School in Brooklyn from 1972 to 1992. Sr. Denise is survived by her sisters, Helen Browning of Brooklyn and Betty Grady of New Port Richey, FL, and by her nieces and nephews.

Dumas of Spring Valley, NY died on January 22, 2000. Wendell was born in Alabama on October 6, 1953. He graduated from Nyack High School in 1972. He served in the United States Army for three years before receiving an honorable discharge August 30, 1976. He was employed at Rockland Psychiatric Center at the time of his death.

His father Wiley Mickle sister Martha Hines and brother Wiley Mickle Jr. predeceased him. He served in the United States Navy on the USS Iowa 1953-1957.

RUIZ, MARGARET Margaret Ruiz of Middletown, NY formerly of Tuxedo, NY died on Sunday January 23, 2000 in Horton Memorial Hospital, Middletown. She was 89. Born in New York City on December 5, 1910 to Edward W. and Nora Lawless Rooney, she was the widow of Cayetano Ruiz. Ms.

Ruiz was also a member of the Tuxedo Senior Citizens and Lady of Mt. Carmel Church, Tuxedo. Survivors include five daughters, Margaret Zabriskie of Warwick, NY; Dorothy Catrini of Tuxedo, NY; Catherine Grodecki of Naples, Fla. Gloria Lockyer and Pauline Dawson of Suffern, NY, two sons Joseph of Glen Falls, NY and Robert of Staten Island, NY. 17 Grandchildren and 24 Great Grandchildren.

Ms. Sachs was Director of Global Information Delivery at Towers Perin, a worldwide human resource consulting firm. Prior to moving to Philadelphia five years ago, she worked at Lederle Laboratories in Pearl River. A native resident of Spring Valley, Ms. Sachs graduated from Spring Valley High School, attended Michigan State University, and graduated with undergraduate and graduate degrees in Speech Pathology from New York University.

Ms. Sachs is survived by her mother, Shirley Kirsch Gellman; stepfather, Morris Gellman; her children, Charles and Amanda Sachs; her sister and brother-in-law, Joy and Alex Paoletto, her sister, Vicki Kirsch, and her nephew, Willie Paoletto. The family will receive friends at the home of Shirley and Morris Gellman, 165 Grandview Avenue, Wesley Hills, through Thursday, January 27. She was 82. Born April 30, 1917 in Birmingham, AL to Luther and Anne Blevins Gaddis, she worked in sales for the Harris Dept. store in Suffern and as a dispatcher for the Ramapo Valley Ambulance Corps. She was also a volunteer at Good Samaritan Hospital. She was married to Ernest James Warbrick who predeceased her.

Survivors include her son John Warbrick, four grandchildren and three great-grandchildren. Visiting will be Wednesday from 2-4 and 7-9pm at the Wanamaker Carlough Funeral Home, 177 Rt. 59, Suffern. A funeral service will take place Thursday 11am at the funeral home. Interment will follow at the Airmont Lutheran Cemetery.
